Dr. Phister spent 25 years in the military (Lt Col, retired) where he worked primarily in space systems development and operations. Dr. Phister is an internationally recognized subject matter expert in information technologies, Command and Control (C2), net-centric and space operations.
Dr. Phister holds two Masters Degrees (Electrical Engineering and Systems Management), a Ph.D in Software Engineering Management as well as four AF Acquisition Level-3 certifications (Program Management, Test and Evaluation, Systems Engineering, and Systems Engineering-Manager). Dr. Phister holds a dual engineering license in software and electrical engineering from the State of Texas. Over the past two decades, Dr. Phister has published 35 technical publications and has served as technical chair at numerous C2 conferences.
His primary skills are in the area of space operations, space technologies, system acquisition as well as Command and Control (C2). While assigned to AFRL/RI, have acted as the AFRL/RI POC in the areas of space technologies (covering such areas as: Surveillance and Threat Warning, Operations, Space Control, Counterspace, Space C2) as well as the NSSO regarding long-term space architectures (SATCOM, Space C2, Space Control and Counterspace). Additionally, for 22 years while on active duty (LtCol retired), had extensive experience in leadership, systems engineering and management, as well as systems acquisition relating to software, modeling, and space operations (Director of Engineering of major satellite mission ground station).
